Mr. Wise died early Wednesday at Cox Medical Center after a long illness. He was an Army veteran of World War II and was retired from the U.S. Forestry Service. He was a member of American Veterans, Bolivar Masonic Lodge, and Dale Street United Methodist Church in Springfield.

Sweeney died Wednesday morning in Sac Osage Hospital of natural causes. Born in Germany, she had been an Osceola area resident since 1931. He had been a resident of Springfield for the past 12 years and was retired from the U.S. Survivors include his wife, son, John, Los Angeles; a brother, Robert Effingham, and a half brother, Claude E. Tyner, Effingham, 111. Visitation will be from 7 to 8 p.m. Friday.

Donald Moeller Services for Donald S. Moeller, 62, Springfield, will be at 1 a.m. Friday in First Baptist Church with the Revs. Henry Wingard and T.T. Craqtree officiating.

Accident kills one, puts two in hospital Earlier hit-and-run accident Tuesday night leaves pedestrian in fair condition Marriages One man was killed and two others were injured when a truck struck the cement base of a traffic signal at a Springfield intersection late Tuesday night. The accident occurred about 10:30 p.m. when a truck driven by 37-year-old Michael Slone, 2246 '8 N. Kellet hit the signal's base in the center median at the corner of Grant Avenufi and Chestnut Expressway, Springfield police said. A passenger in the pickup, 60-year-old Verol F.

Yeager, 905 N. Main died at Cox Medical Center just after midnight from his injuries. Slone, who sustained a fractured kneecap and lacerations, was listed in satisfactory condition Wednesdajf evening at St. John's Regional HealOi Center. A second passenger, 45-year-old Spring in Stone County, the Missouri State Highway Patrol reported.

The accident occurred when a car driven by 17-year-old Ronald Rite-nour, Branson, rounded a curve at a high rate of speed, troopers said. Ritenour crossed the center line and struck head-on a vehicle driven by 70-year-old Charles T. Smythe, Reeds Spring. Ritenour suffered a leg injury and Smythe hurt his right shoulder. Smythe's wife, 67-year-old Etta Smythe, a passenger in his car, sustained a broken leg and a head injury.

All were taken to Skaggs Hospital in Branson for treatment. Emma Lou Martin of 2017 W. Elm, remained in serious condition in Cox's intensive-care unit with a skull fracture, a punctured lung and multiple lacerations. In another accident Tuesday night, Springfield police said a pickup truck struck an 18-year-old Springfield woman about 10:15 p.m. while she stood next to a parked car.

The pickup, which left the scene, hit Mary Kay Dooley, 1125 E. Madison, who was in fair condition at St. John's Wednesday. Another accident left three people injured Wednesday evening on Highway 160, five miles east of Reeds Vernon, and Joyce Darlene Norman, 41, of 218 W. Mount Vernon.

Postal Service to buy land for a regional mail-handling facility. Denis Anderson, city economic development coordinator, said a resolution to declare the land blighted must be approved by the commission and the City Council. The property must be declared blighted before it ran be acquired through eminent domain Postal Service officials asked city officials to acquire the property for the facility, Anderson said. Springfield Newspapers Inc. and City Utilities ar the property' major owners.

Louis developer wants to build a complex in the 900 and 1000 blocks of Last Calhoun and East Webster one-half block east of Sherman Avenue. Each apartment would have two bedrooms. Most land is owned by the Land Clearance for Redevelopment Authority, said John Petersen, city senior planner. City officials have applied for a $2 million federal grant, which would be given to the St. Louis developer as a low-interest loan.

The developer would agree to rent 30 percent ol the apart inenls to low-income tenants. In other business, the commission will review a rezoninti proposal it recommended be rrjected four months K. The board refused, so the landowners took their case to the tax commission, which ruled its own system of assessment was fair.

This prompted the county to appeal to the circuit court. Whipple, of Lebanon, heard the case because Greene County judges disqualified themselves. The issue before the court was the method of assessment, not the 1981 assessments specifically, Some of the local landowners and businesses involved in the legal action include Paul Mueller McLean Enterprises, Consolidated Freightways. Foremost-McKesion, Fremont Apartments, Cherry Street Lumber and Apartments, Jeronip Wallach, a St. Louis attorney who represented many of the landowners, said Whipple's ruling will prevent inequities in the rouuly's IX "We're restiiiK on our legal righfs," Wallach said.

"We were merely seeking a fair level of assessment." Greene County Counselor Ted Johnson said Whipple's ruling would mean lower assessment ratios for the time being. However, because of state-mandated reassessment, that takes place next year, ratios likely will go up to near the 33.3 percent level anyway, he said. "If this is the final result, the effect will be minimal," Johnson said. "Reassessment will take place next year and, ratio studies probably will go up. All properties will go up." Even though the ruling may not mean a major loss in future tax revenues, Johnson said an appeal Is possible because more than $6 million in taxes that have been paid under protest since 1001 are in an interest-bearing escrow account.
