"Sometimes there's just not enough employees when you've got all these lines ringing and everyone yelling at you at the same time," said northside dispatcher Judy Boesch. On the other hand, she admits, inexperienced civilian employees often had little idea of what information to provide police when dispatching a call. "(Police dispatchers) know what's going on out there and what they need to say," she said. "You bring us in and we don't have near the training they did.

Learning is a repetition thing. You can't expect people to learn everything overnight." But employees have been forced to pick things up quickly too quickly for this line of work, added Boesch, whose three years of work experience is the average among current employees. Boesch envies the new hires who on Sept. 11 began an all-encompassing training session that ends in February, but includes a solid year of probationary supervision. The training includes six weeks of initial classroom study, followed by several more weeks of supervised dispatching, a dispatch school in Jefferson City and additional training.

High turnover has in recent years curtailed this "crucial" training for new hires, who were rushed into supervised service after a few weeks in the classroom, she said. "Citizens' or officers' safety was never compromised, but things could have been done better," she said. "Burnout can happen real easy around here, the stress level is unreal and it'll never be alleviated," Boesch added. The coming changes are a result of a city personnel board study earlier this year into problems with police deparment morale, response time, staffing and discipline, said Warren. He noticed some of those problems at the center when he arrived, he said.

"I was aware of some negative things going on," he said. "I think there was a perception on the part of the city manager that some things needed to be changed." Warren hopes to have his staff fully trained by next spring, and to have a "very stable workforce" within 18 months. Part of his plan includes brightening the dim lights, increasing the "atta-boys," making the job more fun. "It's common in communications centers for workers to be treated like mushrooms," he said. "They're kept in the dark and fed s-.
