District Judge tephen Friot denied a equest for a preliminary injunction that was requested by a group of 21 klahoma death row inmates who argued that the use of the sedative midazolam as the first drug in a three-drug combination the state admin- i sters risks subjecting hem to unconstitutionally cruel and unusual punishment. The inmates sued after the April 29 execution of Clayton Lockett, who writhed on the gurney, mumbled and lifted his ead during his 43-minute execution that the state tried to halt before it was over.

Ross USAF Retired died 21 December 2014.

He was born in Moberly, Missouri 7 July 1922, third son of Fred Ross and Emma Hessler. He attended school in Moberly, MO and Gonzaga University in Spokane, WA. He entered military service March 1942. He graduated from USAAF pilot training April 1943. In 1946 while stationed in Germany he met Elfriede Paula Doblasky and they were married in 1948.

He served in the USAAF and USAF for 24 years during which time he was assigned duties as Aircraft Maintenance Flight Test Engineer, Aeronautical Engineer, Technical Intelligence Commander of Rescue unit, Special Missions Pilot, Pilot in Berlin Air Lift, Instrument Flight Examiner and Test Pilot, and personal pilot for three Generals. He retired in the rank of Major and Command Pilot. He was also a pilot for Western Airlines and propellant manager for the qualifying and testing the descent engines of the lunar excursion modules of the Apollo moon- landing missions. After his retirement he served on the staffs of the Air Force Museum in Sacramento, CA and The Air and Military Museum of the Ozarks in MO. Graveside service with full military honors will be Wednesday, December 24, 2014 at 12 p.m.

at Missouri Veterans Cemetery. Online condolences may be made at www. gormanscharpf.com. Major Charles A. Ross USAF Retired Marjorie Marie Emanuel Penninger, 87, of Spring- MO passed away Saturday morning December 20, 2014 peacefully in her sleep at home.

She was born August 19, 1927 in Chickasha, OK to Dr. Roy Edgar Emanuel and Erda Thelma Owen Emanuel. Marjorie graduated from the University of Oklahoma and went to work as a medical technologist in Oklahoma City at a bone and joint hospital where she met her husband Dr. William H. Penninger.

They were united in marriage on June 15, 1951. They traveled for six months looking for a place to practice, settling on She enjoyed spending time with her three children, grandchildren and her new great-grandchild. Marjorie was passionate about sports and was an excellent golf and tennis player. She also enjoyed her involvement with Girl Scouts, Head Start, PTA, and her art group. She was a founding and longtime member of the Regional Opera Guild.

She had many wonderful friends from all of her activities. Marjorie went back to work as a Medical Technologist after raising her children and later received a MBA from Drury College. She was preceded in death by her parents who were killed in a plane crash when she was young, her husband, and her brother Dawin Emanuel. Marjorie is survived by a son, William Holt Penninger, Jr. and his partner Kathryn Kaniowski; two daughters, Susan Reid, and Carol Minton and her husband, Steven; seven grandchildren, Una Lee Penninger, William Holt Penninger, III, Nicole (Reid) and her husband Richard Kamprath, Courtney (Reid) and her husband Joe Brockmeier, Danielle Reid, Alexander Minton and James Minton.

She was very happy to have her great-grandchild, Reid Kamprath. In lieu of memorial contributions may be made to the Dawin Emanuel Vocal Scholarship Fund at MSU, 901 S. National MO 65897, or the Regional Opera Guild, 411 N. Sherman Parkway, MO 65802. Services will be Saturday, December 27, 2014 at 10:00 a.m.

Marjorie Marie Emanuel Penninger Connie Joan Luttman, age 80, of eld, MO, passed away Saturday, December 20, 2014.

She was born March 18, 1934, in Ogden, UT, to Maurice and Mary (Posmer) Fowers. She was a member of the Morman Church and was very active in their teachings. She was an amazing mother, grandmother, sister and friend. She will be missed by all that knew her. She was preceded in death by her parents; and one sister Bonnie Emde.

Survivors include: her daughter Marybeth, four grandchildren: Johnny, Serenity, Mark and Sam; seven great-grandchildren: Christina, Lance, Phelisity, Nathanial, Leighaunna, Mark and Blaize; many nieces and nephews; plus three brothers: Steven Keifer, David Keifer and Dennis Keifer. Connie Luttman JoAnna June Skinner, left us after blindness and to be a heavenly angel on Dece- meber 21, 2014. She was the only child of Ollie Mae (Davis) and Lewis Peters, born on May 26, 1929 in She was a member of the Willard Communiy Christian Church Jo- Anna leaves behind her husband of 63 years, Harley Skinner of Willard, her two sons and daughter-in-laws: Monte and Margaret, Mike and Bonnie Skinner. Funeral services will be at 2:00 p.m. Friday, Dec. 26, 2014, in Willard Community Christian Church.

Visitation will be an hour before services from 1:00 to 2:00 p.m. at the church. Burial will be held in Greenlawn Memorial Gardens, Spring- Memorial contributions may be made to the Association. and Mina Coble of Wishart, Mo. He went to his home in Heaven in the early morning hours on Friday, December 19, 2014. Raymond attended Willard High School and joined the Marines where he served in the during World War II. He married his wife, Wanda Lee Presley, in 1948. Their union was blessed with two daughters.

After death, he married Rosa Everett and became step-father to her wonderful family. Raymond retired from Sears in 1985 after having worked as a Service Technician for thirty years. He was saved at a young age at the Rose Hill Baptist Church under the ministry of Rev. Charley Dyer. Afterward, he was active in the Southside Baptist Church of Mo.

for many years. For the last several years of his life he was a faithful member of the New Life Baptist Church in Willard, Mo. Raymond served as Chaplain for Willard Post 5314 of the Veterans of Foreign Wars and for a period of time conducted a weekly preaching broadcast on the Baptist Bible College radio station. One of the highlights of his retirement years was the Honor Flight trip to Washington, DC to visit the WW II memorial. He also served as the Grand Marshall of the Willard Christmas Parade one year.

Raymond is survived by his two daughters, Reneta and Vickie; three step-sons, two step-daughters, one sister Weiss, twelve grandchildren, and eleven great grandchildren. Memorial services will be held at the New Life Baptist Church in Willard on Tuesday, December 23 at 10 a.m. In lieu of the family requests memorial contributions be made to New Life Baptist Church or St. Jude Research Hospital in Memphis. Raymond Coble Willard Elwood Hawkins went to be with his Lord and Savior on December 18, 2014, from his home in MO after suffering from Pulmonary Fibrosis at the age of 84.

He was born on February 6, 1930, in Pollock, MO, the son of Willard and Gayle Hawkins who preceded him in death. His family moved to Canton, MO where he attended school from the 1st through 12th grades. He went on to University of South Dakota School of Medicine, then to the University Of Southern California School Of Medicine where he earned his degree as a Medical Doctor, which was a dream come true since a teenager. He then enlisted in the Air Force, serving two years of active duty in Japan as an Air Force Physician. After his honorable discharge he returned to Southern California where he owned his own family practice in Fullerton, CA until 1991.

He went on to do some teaching and retired in 2003. He was a member of the American Medical Association, Christian Medical Society, American Academy of Family Physician, and others. Willard was an avid reader and his favorites were the Bible, medical publications and the study of end time prophecy. When fall rolled around, if the University of Southern California football team was playing, you would him in front of the TV. He is survived and will be so missed by his wife, Jeanie of the home, his brother Jim of daughter Paula (Hawkins) Elwell and husband Gordie of Scotia, NY, son Casey Hawkins of Tulsa, OK, two grandsons, one granddaughter, three great grandchildren, two stepdaughters, two stepsons, a sister-in-law and husband, a brother-in-law, and many colleagues and friends.

The family would like to thank Pastor Sippy, Home Sweet Homecare, Dr. and Carla, Hospice Compassus, and Family Pharmacy on Campbell, for the wonderful care they provided prior to Willard entering his eternal Home. Visitation will be Friday, Dec. 26, 2014, from 5 to 7 PM and services will be held at 11 a.m. on Saturday, Dec.

27, 2014, at Walnut Lawn Funeral Home. Burial will be Monday, Dec. 29, 2014, at 1p.m. in Forrest Grove Cemetery in Canton, MO. Memorials may be made in his honor to the choice of charity.
